Commissioning Service Details

The Commissioning Services are an essential part of the successful design and construction of a system. This process is the project transition from construction to owner acceptance.  Commissioning performed by vendors is specific to individual equipment and systems, and so does not ensure that these systems will work successfully together within the actual operational facility.

Therefore, the primary objective of the WES commissioning services is to document that, on a facility-wide intersystem level, the specified critical systems operate in accordance with engineering specifications.

This is done through the coordination of testing of related systems and performance of testing for intersystem reliability.  The commissioning program also contributes other benefits such as documented testing, personnel training, ongoing maintenance and ease of system turnover.  Personnel will work closely with the project design team to ensure that accurate and reasonable testing is accomplished.

The Commissioning Agent, otherwise known as the Cx Agent, serves in both a supervisory capacity as well as in a hands-on manner to direct the program so as to emphasize the verification of functionality of the various systems in proportion to their criticality to the Owner.  Some systems will therefore undergo visual inspection only while others will be subjected to intensive performance verification testing.

Scope - The Commissioning Agent (Cx) shall:

  • Review the contract plans and specifications (prepared by third-party contractors).

  • Prepare the detailed equipment and systems testing plan, procedures and protocol for the commissioning process.

  • Monitor and supervise the vendors in the implementation of the commissioning process to ensure that the finished facility operates in accordance with design intent and construction documents.

  • Document the full commissioning process.

Phases - Commissioning, Acceptance and Close-out:

  • Prepare detailed, step-by-step testing procedures for all systems for the contractor to perform and prove that the systems function in accordance with the design intent.

  • Develop a “checklist” of all activities necessary for commissioning process including startup reports, manufacturer and contractor tests, certifications, etc. to be performed prior to final commissioning testing.

  • Review shop drawings and submittals as needed. Conduct and document separate commissioning coordination project meetings as necessary.

  • Review start-up and testing by component vendors.  Oversee and document the execution of the commissioning process from construction notice to proceed through construction completion and acceptance by the Owner including inspection of installation of the systems, observation of applicable tests, balancing, start-up, initial operation, operational checks and acceptance.

  • Oversee functional performance testing.

  • Prepare a Final Report of integrated system commissioning.

Systems To Be Commissioned - Based on the current facilities engineering drawings, Owner requirements, and prior experience with similar projects, WES will develop and execute Commissioning procedures for the following list of typical critical systems. The actual list of systems, as installed, will be updated:

  • Monitoring systems and equipment alarms including verification of remote monitoring and system interface with building systems.

  • Electrical systems including switch gear, electrical panels, transformers

  • Generators and fuel systems

  • Electrical grounding systems & Signal Reference Grids.

  • EPO System

  • UPS Systems
